Justin has more than 20 years of insurance industry experience specializing in all related areas, including examinations, analysis, and corporate transactions that consist of reinsurance, acquisitions, investments, and regulatory actions. Justin has experience with insurer supervisions, receiverships, and liquidations. He is a well-respected leader amongst various states both nationally and internationally.
Prior to joining Noble in 2023, Justin served as the chief financial examiner for the Nebraska Department of Insurance.

Justin received a Bachelor of Science degree in business administration, accounting, and human resource management from the University of Nebraska-Lincoln. He has earned the Certified Financial Examiner designation from the Society of Financial Examiners (SOFE).
Justin is a member of SOFE, where he serves on the board of governors and is a former executive committee member and president. He also serves on the National Association of Insurance Commissions (NAIC) accreditation team. Justin previously served on various committees with the NAIC and as a member of the Nebraska Department of Insurance, where he served as vice chair of the Risk-Focused Surveillance and Financial Analysis Working Groups, chair of the Group Solvency Issues and Macroprudential Working Groups, and participated in the Peer Review Program. He also served as a state representative for the International Association of Insurance Supervisors’ Financial Sector Assessment and Targeted Jurisdictional Assessment Programs and is a member of the Macroprudential Working Group.
