John works as a non-lawyer through Noble on market conduct examinations, targeted financial examinations, and troubled company matters.
John has focused his professional career on insurance regulatory matters. He has been with the law firm of Ice Miller LLP for more than 40 years, where he is now Of Counsel. John’s practice concentrations as a lawyer have been in insurance regulatory law, insurance insolvency law, market conduct examinations, insurance company mergers and acquisitions, and insurance litigation.

John received a Bachelor of Business Administration degree from the University of Notre Dame, cum laude. He also received a Doctor of Jurisprudence degree from the University of Michigan Law School, cum laude.
John is a member of the Indiana State Bar Association. He has served as a special representative of the Indiana Department of Insurance at meetings of the National Association of Insurance Commissioners since 1992. John is also a former member of the board of directors of the International Association of Insurance Receivers and previously served as its governance chair. Additionally, he has served on the board of directors of various Indiana arts organizations and has volunteered for numerous church and school charitable projects. John is a former qualified independent assessor of the Insurance Marketplace Standards Association.
